  1. aComplete means that smoking is not permitted, with no exceptions allowed, except in residences and indoor places which serve as equivalents to long-term residential facilities (e.g. prisons and nursing homes). Ventilation and designated smoking rooms / areas do not protect people from the harms of passive smoking, and the only laws providing protection are those that result in the complete absence of smoking in all public places
